… I would have to say that one or two agencies still struggle to
appreciate what our ethical codes are all about, and don’t
understand that they sail close to the wind. More often than not, this is due to agency leadership not appreciating that the public sector is different; that protecting the public interest is
fundamentally different to protecting the bottom line or promoting particular Ministers’ interests; and that in the public sector we must treat our people well. Any agencies that put “the way things are done around here” above the behavioural culture and standards set out in the public service Values and Code of Conduct will eventually find themselves in deep water. I cannot emphasise too strongly that our Values and the Code are fundamental to what keeps us sound, professional and safe. 18
