Kevin Rudd makes final health offer to premiers

In The Australian Under the $650m elective surgery plan, patients in public hospitals would be guaranteed rapid treatment — if necessary in the private system — if they were not treated within clinically recommended times.

Will be interesting to track this one. Presumably, when the limit is exceeded, the costs of treatment will follow the patient. Will the transfers of costs be at the rate set by the private system, or the public system? Lower costs mean less money is ripped out ot the public system.

Lots of interfaces for play competitive instincts. Cannot work unless S&Q data available to funder.
