Royal Commission will need
- tight Terms of Reference, specifically to go after the methods by which pedophile networks operated within organisations (already flagged by Gillard’s “institutional responses to instances and allegations”).
- a functional team
- adequate facilities & resources
It should aim at providing reasons to establish a National Childrens Commission that has powers over all State bodies
It will succeed if
- there are early arrests
- there is voluntary disclosure of files and *living, competent* perps
It will fail if
- it allows itself to be yet another shield behind which systemic concealment of perpetrators can retreat.
- it gets bogged down in investigating individual cases (ie, victims) that do not expose methods by which pedophiles stay untouched (eg Savile) for so long
The political hazard for Aust Govt is that the longer it goes on without getting a living perpetrator to trial, the greater the damage when finally it happens.
