Policy responses to the risks posed by increased weather extremes induced by climate change need to be immune to these short-term, weather-related fluctuations in public sentiment, which randomly sway support for action in both directions.
Maybe the first intervention to address is amelioration of flood hazards. If Brisbane, say, has to expect severe floods every five, three, or two years, can more levees be built?
